Résumé

Role of Police Supporting Institutions in an Emergency in Indonesia. Regulations related to police duties and the condition of medical personnel are actually at the forefront of emergencies and pandemic disasters, but in Indonesia the police also called the front guard in efforts to prevent the emergency spread of Covid-19. It can be seen if there is gaps in the implementation of police duties during an emergency. This study aims to find out the existence of police as the institution that having mandate to manage and handle emergencies situation such as pandemic of COVID-19. This study used doctrinal legal research as one of the legal research methods. The findings show that management of health protection in Indonesia particularly in pandemic situation had not maximal. As can be seen there are several barriers to Indonesian Police in handling the emergency situations. Firstly, the internal problem in the institution, then it needs a revitalization. Secondly, the lack of adequate funding for the police's performance. Thirdly, as well as the external cause is the lack of publick awareness or the culture of society to be able to cooperate with the police in preventing the spread of COVID-19 in Indonesia. © 2023, Lembaga Contrarius Indonesia. Résumé

Currently, the whole world is experiencing a COVID-19 pandemic. The elderly are one of the populations with a high physical and mental risk of being affected by covid-19. Dementia is a psychiatric disorder that is often experienced by the elderly. We describe two cases of dementia that occurred during the COVID-19 pandemic situation. Both cases explain the condition of dementia patients during quarantine due to the implementation of the PSBB (confinement). Dementia patients have difficulty in understanding and complying with health protocols. The emergence of exacerbation symptoms and education on health protocols are challenging for caregivers during the COVID-19 pandemic. The role of mental health workers is important to help caregivers understand the causes of worsening symptoms of dementia patients because of changes in environmental conditions during the COVID-19 pandemic situation and provide examples for caregivers on how to educate patients with appropriate health protocols. Modification of activities during a pandemic and regular communication with caregivers can be a solution to addressing challenges.Copyright © 2023, Codon Publications. All rights reserved.

Résumé

The COVID-19 pandemic has impacted national and household food security in Indonesia. The objectives of this study were to: (1) identify the socio-economic characteristics of Indonesian households related to food security, (2) analyze the factors that have affected household food security during the COVID-19 pandemic, and (3) provide recommendations for improving programs to increase household food security. The study was conducted in eight provinces in Indonesia, namely North Sumatra, Lampung, West Java, Central Java, East Java, South Kalimantan, South Sulawesi, and West Nusa Tenggara. Data collection was carried out from April to July 2020. The results showed that 50.63% of the households surveyed were food insecure. The binary-logit-regression-model results showed that variables of gender, age, family size, education, occupation, income, and expenditure on food had a significant effect on household food security status. Variables that had a positive influence on household food security were gender, age, education, occupation, income, and food expenditure. On the other hand, household size had a negative effect on household food security. The marginal effect of gender was 0.035, age was 0.058, education was 0.192, type of work was 0.016, income level was 0.521, and food expenditure was 0.114, while for the number of family members the marginal effect was 15.725. This study was conducted in eight provinces affected by COVID-19, using the Household-Food- Insecurity-Access-Scale and binary-logit model approaches, which had never been performed before. Policy and program recommendations for increasing household food security in Indonesia are presented. © 2023 by the authors.

Résumé

Many projects in Indonesia have implemented new strategies in response to the COVID-19 outbreak. Many projects suffered unexpected losses during the COVID-19 pandemic, and conditions were unpredictable. This situation must be considered by all stakeholders participating in a project. Another problem in the implementation of construction is the fragmentation between project participants. Therefore, a strategy is needed in each phase of the project life cycle. In the absence of proper planning, the contractor is the party responsible for bearing the risk associated with this occurrence. Improved project performance is a shared responsibility among owners, contractors, designers, and subcontractors, all of whom need to tap into their own sources of creativity and innovation. The potential of partnering as a tool for achieving lean construction performance, it is still in its infancy as a means of enhancing project outcomes. In this study, we used qualitative methods and in-depth interviews enhanced by focus group discussions of 14 experts (owners, designers, contractors, and academics) using the Delphi method. The results illustrate the maturity of partnering in integrated project delivery (IPD);therefore, its guiding philosophy can be developed and implemented to improve the outcomes of construction projects in terms of cost, quality, schedule, health and safety, and environmental performance. The most important part of this research is related to the implementation of the 17th goal of the Sustainable Development Goals (SDGs), i.e., partnerships to achieve the goals. This research contributes to a deepening of partnering practices that can drive performance in project implementation.

Résumé

Purpose: This study aims to verify the impact of the supply shock (fall in harvested output) and demand shock (fall in household income) due to the pandemic on the consumption of necessities and household savings of tilapia's smallholder farmer. Design/methodology/approach: The researchers randomly chose 144 households as research samples using the proportional random sampling technique in Padang Jaya District, North Bengkulu Regency. Researchers collected data on household income, farm losses, household consumption for basic needs, labor demand, use of production inputs, the amount of output sold and saving both during and before the pandemic. The data were collected from the sample using a questionnaire prepared by the researchers. This study used a simultaneous equations system for arranging tilapia's smallholder farmer household economic model. Findings: This study verified that the demand shock phenomenon makes households more severe than the supply shock phenomenon. The demand shock phenomenon made worse-off tilapia smallholder farmers because it caused their household savings to drop during the pandemic. The fall in savings will disrupt the stability of consumption of household necessities (health, food, education and clothing) in the future. Originality/value: The main contribution of this study was providing empirical evidence about the impact of the demand and supply shock of COVID-19 on the most vulnerable entities in the Indonesian freshwater aquaculture industry, namely, smallholder farmer households of freshwater aquaculture fish. Résumé

This study aimed to examine the impact of the economic recession due to COVID-19 on 4 aspects of food security (availability, accessibility, stability, and food utilization) in Indonesia. The time-series data (2000-2018) of the Food Agriculture Organization’s statistics were used in this study. The regression equations were analyzed using the Ordinary Least Square estimation technique. The final step was to simulate the impact of COVID-19 on four aspects of food security. COVID-19 had a detrimental impact on Indonesia’s food security. The availability, accessibility, and food stability are aspects of food security that are significantly affected by the COVID-19‘s economic recession, while food utilization is not affected by this pandemic. The worst impact magnitude of COVID-19‘s economic recession was on food stability so that the government needed to increase the implementation of food diversification policies in the future. Also, the government should actively be involved in preventing the increase of the protectionism mainstreaming in the international trade of staple food because it will worsen the food stability in Indonesia as a food importer country.

Résumé

Nowadays, health has become one of the most prioritized aspects of human life. This problem is caused by the outbreak of covid-19 the world currently experiencing that can lead to the death of a person's life. As dangerous as covid-19 symptoms are, it can be prevented by keeping our hygiene clean. However, public facilities' sanitation is not well maintained as fewer staff are working on it due to the pandemic, such as the table around the area. Because of this, we create a product called "Instant Desk Cleaner," which is an automated product that at the same time can clean and disinfect a table to prevent the virus from staying on the table and preserving the hygiene of people who are going to use it. We created this product from the survey to find the customer's concern and needs during this pandemic era. Moreover, we created four product concepts and narrow them down to the final concept by concept selection. Then, we created the 3D image of the product by using Autodesk Fusion 360 to make a suitable dimension of the product that can fit easily and operates effectively on the table. © IEOM Society International.

Résumé

The fishing communities in Sungai Rasau village, South Kalimantan, Indonesia, have several joint business groups that mostly process their fish catch into salted fish products and shrimp paste for sale in the market. The fish drying technique still uses traditional methods that rely on sunny weather, this is not effective because the weather is difficult to predict due to climate change globally. This means that high rainfall affects fish drying production activities. If left unchecked, this certainly results in a decrease in the quantity and quality of salted fish production and affects their income and welfare. To maintain and improve the quality of raw materials for fisheries production, the solution is the use of appropriate technology, namely making salted fish processing equipment or dryers that are energy efficient and not influenced by weather factors such as rain. Using this tool can improve the quality and quantity of production. The form of activity methods carried out includes (1) coordination with related parties to foster local fishing groups;(2) identifying problems and determining solutions;(3) solar fish dryer design;(4) making efficient technology fish dryers that effectively and efficiently utilize solar energy. At the time of implementation of the dryer, the measurement of water content using TDS obtained results that the water content of mackerel has been reduced to about 10%

Résumé

Purpose This study aimed to determine the impact of the COVID-19 pandemic on the oil palm smallholders' income, which includes both on-farm and off-farm resources. Design/methodology/approach This study used a simultaneous equations system for arranging the oil palm household economic model. Findings The results showed that the negative effect of demand disruption (decreasing of household income) is more than supply disruption (production declining). Declining household income due to COVID-19 caused farmer households to have no access to both basic need and other goods. Research limitations/implications The samples for before-pandemic data differed from the situation during COVID-19 in both the location and the person due to technical constraints in research sites. Originality/value The main contribution of this study was providing an empirical understanding of how the COVID-19 pandemic influences the economic behavior of the most vulnerable entities in the Indonesian palm oil industry (oil palm smallholder farmers' households). This study would provide baseline information on the impact of the COVID-19 pandemic on the economy of oil palm smallholder's household income.

Résumé

In this Covid-19 pandemic situation, many people were worried and scared when they went outside their house. Because they could get infected by this virus, most people choose to stay at home rather than go outside. In Indonesia, the government has also made policies by implementing work, school, and college from home;not only that, but they also made policies in managing the culinary business, especially managing a restaurant during the Covid-19 pandemic. Unfortunately, not all restaurants in Indonesia already meet this health protocol;this is the main reason why people choose not to dine in at the restaurant. One way to apply health protocol on restaurant is by making an innovation or redesigning the table. By spread 100 questionnaires to the Indonesian Society regarding their view of the restaurant around their places and their needs on the restaurant table during this pandemic, we expected it could reduce their worry. © IEOM Society International.

Résumé

This first problem is closely related to the second problem, namely belief in the causes of mental disorders. Lack of understanding and awareness of mental health, makes people unwilling to seek a help, or seeking a help outside the health system, for example to a shaman or psychic. After several years and showing no progress, the patient is brought to a doctor. According to research shows that different beliefs of the causes of mental disorders will have an impact on the intention of seeking help to a shaman, scholar or psychiatrist. The results of research on 100 psychosis patients and their nurses (mostly parents or one of couples of the sufferers) showed that 67% chose traditional or alternative medicine before going to the doctor. The next problem is the stigma or misconception toward a mental illness. In our society, mental illness is still considered a disgrace, so people with mental disorders often go undetected because they do not seek help or they are isolated by their families. Stigma is also negatively correlated with people's willingness to help. In literature, mental health literacy which includes knowledge and beliefs of mental disorders. Low mental health literacy decrease the society's belief toward the efficacy of standard mental health treatment.
